Combolands Councillors, Votes & Requests
How the council works
- Councillors issue council requests — objectives scoped to the current milestone that pay out a reward if you finish them. The reward is shown before you accept.
- Council requests can be refreshed. Since v1.0.6 (2026-08-28) your first Council Request refresh each time is free; further refreshes cost gold and get more expensive each time, a rule the Next Fest demo introduced for quest rerolls.
- Councillor quests appear as a set of three in the centre of the screen and are gated behind neutral permanent progression, according to a player describing the Steam Deck text-size problem.
- Votes are the currency councillors deal in. A launch-week player reports that using a vote mid-combo gives a 0.25 bonus and asks for them to be spent automatically when the consumable bar is full — community-reported, not confirmed by the developers.
The councillors named in public sources
The Steam page says you recruit from 13+ city councillors, each with their own progressions and abilities. Six are named in public sources. Those six are here with what the source says; the remaining seven-plus are not listed because nothing we can link names them.
| Councillor | What is documented | Source |
|---|---|---|
| Spymaster | Issues the council request that unlocks the Rogues guild: collect 75 gold during a milestone. Completing it pays a Spymaster vote, and using that vote adds Rogues to your current run and all future runs. | Steam guide 'Guide: Unlocking Rogues & Arcane' |
| Merchant | Makes buying a vote cost 3 while the vote itself gives 5 — the arithmetic the Rogues-unlock guide uses to farm the 75-gold request quickly. | Steam guide 'Guide: Unlocking Rogues & Arcane' |
| Antiquarian | Gives a chance to unlock the Jewellery Box itself and can keep supplying gems if you keep feeding it votes — the fastest route to the Arcane guild. | Steam guide 'Guide: Unlocking Rogues & Arcane' |
| Politician | Has a re-select guild effect. Two v1.0.4 fixes address it: one where it made you lose access to neutral buildings, and a rarer one that put the run into a "no guild" state. | v1.0.4 patch notes, 2026-08-25 |
| Wizard | The vote you get from selling the Lost Crown is a Wizard vote, and using it unlocks Arcane. | Steam guide 'Guide: Unlocking Rogues & Arcane' |
| Ranger | Applies a mult. A launch-week bug thread reports the Ranger councillor's mult not working; as of 2026-08-30 no patch note names a fix, so treat it as open. | Bug: Ranger Councilor mult not working thread |
The Merchant is the one that changes your maths
With the Merchant in your council, buying a vote costs 3 gold and the vote itself gives 5. That single line is why the Rogues unlock — collect 75 gold inside one milestone — is far more tractable than it sounds, and it is the only councillor number the community has published in full. See gold and the shop for what else that gold is competing for.
Known issues
Two launch-week council problems worth knowing about. The Politician's re-select guild effect could strip your access to neutral buildings, or in rarer cases push the run into a "no guild" state — both fixed in v1.0.4 on 2026-08-25. The Ranger's mult was reported as not working in a separate thread, and no patch note names a fix for it as of 2026-08-30, so treat that one as still open.
